TWW LSLR Program Progress Metrics

Since 2019, TWW has replaced lead service lines in Trenton, Ewing, Hamilton, and Lawrence, and determined that there are no lead service lines (LSL) in Hopewell. TWW has replaced the number of LSLs shown below. TWW will continue this to meet the 2031 deadline for replacement of 100% of lead and galvanized service lines. Construction work (Phases) is dependent on available funding.

Steps TWW has taken

  • Passed Home Rule Ordinance 24-020 and 24-022 with the Trenton City Council that made lead service line replacement in Trenton free and mandatory.

  • Partnered with the Rutgers University Environmental and Occupational Health Sciences Institute (RU-EOHSI) for Phase 3, Isles, and East Trenton Collaborative to educate residents of other sources of lead in their homes such as in plumbing, solder, and fixtures and in dust from lead paint.

  • Completed Phase 1 & 2 of LSL replacements in 2022.

  • Obtained an EPA WIIN Grant for Phase 3.

  • Obtained Technical Assistance from NJDEP.

What you can do now!

Your assistance is very important in helping us remove the remaining LSLs by 2031. Here is how you can help:

  • Hang tight! One of the contractors listed in Table 2 will contact you directly when you are eligible for a free replacement.

  • Please refer to the maps below to see where we will be replacing service lines in the next several years. Our replacement routes are based on several factors such as planned road work and how many children there are in the area.

  • Call the hotline number for your phase/area if you have any questions regarding scheduling appointments, replacement work and restoration issues (see Table 2 below).

  • “Pipe up” and help us by checking if your service line material is listed as unknown on the online inventory. If it is listed as unknown, please fill out the online survey.

  • For general program questions (also see the FAQs page) regarding your service line material, identifying your service line, or instructions after your lead service line is replaced, please contact TWW’s Lead Hotline at 732-590-4755.

Phase 3

Phase 3 of TWW’s Lead Service Line Replacement Program will be targeting LSLs in the City of Trenton starting in 2026. View a map of the Phase 3 areas below:

 
 

Funding for Phase 3

The Phase 3 Trenton Water Work's Lead Service Line Replacement Program is entirely funded through the Environmental Protection Agency’s (EPA) Water Infrastructure Improvements for the Nation (WIIN) Grant for Reducing Lead in Drinking Water.

Phase 4

Phase 4 of TWW’s Lead Service Line Replacement Program is under construction in Hamilton. The replacement contractor for this phase, Dewcon, will be going door-to-door to the addresses planned for replacement to invite customers to sign-up for their free lead or galvanized service line replacement. If you are not home, they will leave a doorhanger with their contact information and sign-up instructions. If your property is in Phase 4, you will be contacted. Funding for Phase 4

Construction of upgrades and improvements to Trenton Water Work's Lead Service Line Replacement Program (Phase 4) in Hamilton Township, NJ ($7,282,554.00) were financed by the New Jersey Water Bank (NJWB). The NJWB is a State Revolving Fund program jointly administered by the New Jersey Department of Environmental Protection (DEP) and the New Jersey Infrastructure Bank (NJIB) and uses a combination of funds provided by the United States Environmental Protection Agency, the DEP, the NJIB, and the Federal Bipartisan Infrastructure Law (BIL) to provide very low interest loans to borrowers for environmental infrastructure projects.

This project will provide water quality benefits by reducing exposure to lead in drinking water through financing the replacement of lead service lines and complying with federal and state Lead and Copper Rule requirements for residents and businesses in Hamilton Township, NJ.

State Revolving Fund (SRF) programs around the nation provide states and communities the resources necessary to maintain and improve the infrastructure protecting our valuable water resources nationwide.

Phase 5

Phase 5 of TWW’s Lead Service Line Replacement Program is targeting over 1,900 LSLs in the City of Trenton, Ewing, and Lawrence Townships for replacement over the next 2 years. These replacement efforts are targeting areas on the same routes for the City’s paving project routes. The replacement contractors for this phase, Roman E &G (Phase 5A) and Dewcon Construction (Phase 5C), will be going door-to-door to invite customers to sign-up for free lead or galvanized service line replacement. Phase 5B contractor is to be announced. If you are not home, they will leave a doorhanger with contact information and sign-up instructions.
